Declining Sales: Challenges Facing the Dominican Rum Industry
The Dominican rum industry is grappling with a steady decline in sales, as confirmed by recent data from the General Directorate of Internal Revenue (DGII). According to the Dominican Association of Rum Producers (Adopron), rum sales dropped by 0.6% in 2022, followed by a 4.3% decrease in 2023.
This downward trend has accelerated in 2024, with sales contracting by a worrying 9% as of August. This represents an estimated loss of 4 million liters compared to 2021 levels, highlighting a significant challenge for the industry.
Impact of High Taxes and Illicit Trade
Adopron had initially anticipated 2024 as a pivotal year for the industry’s recovery, especially after the difficulties experienced during the pandemic and issues related to adulterated alcohol. However, the latest statistics suggest a continued downturn.
As stated by Dominican Today, Circe Almánzar, spokesperson for Adopron, warned that increasing taxes, particularly the selective consumption tax (ISC), could drive more consumers to the illicit market rather than curb overall rum consumption.
Struggling to Compete: Rum’s Unique Position in the Market
The rum industry is currently the only national production category not experiencing growth in 2024, and the ISC continues to pose a major hurdle. Despite price adjustments and high taxation, the illicit trade of rum persists, particularly in the lower-priced segment. Shockingly, over 70% of products in this segment display pricing anomalies, with Adopron estimating that 55% of rum brands are engaged in illicit practices. This has resulted in an annual tax evasion exceeding RD$200 million.
Threat to Consumer Safety and Industry Stability
The association is deeply concerned that this trend threatens the stability of the legitimate rum industry and also endangers consumer health. The proliferation of illegal, low-quality products could lead to serious health risks as people turn to cheaper, unregulated options. Adopron highlighted that these illegal operations have become increasingly sophisticated, even going as far as counterfeiting premium rum brands.

Adopron has called on authorities to take urgent measures to combat the rise of illicit trade and protect the Dominican rum industry. The association emphasized the need for stricter enforcement to prevent further losses and ensure that consumers have access to safe, high-quality products. With sales continuing to drop and the threat of illegal operations rising, the future of the Dominican rum industry remains uncertain.
